Does an officially compiled [downloaded] Mame binary work?

Try moving/renaming/deleting the default.cfg file usually found in the \cfg folder under where you installed Mame.
I am not sure if it is related to your problem but that file is the one that can redefine the interface keys including Tab. Just guessing.

Is it an optimized build? Mamedev recommend people don't compile with optimization.

Try the "1" button.  After I compiled that's what worked for me.
