Most get around that law with the option to enter the contest in an alternate way. For example you play the monopoly game at McDonalds by sending a postcard/letter to an address and they'll mail you 2 game pieces per letter/post card as an alternate means of entering/playing.
All you would need to make some sort of drawing "legal" would be to have an alternate way to enter. The Caveat is the odds of winning must be the same as anyone who enters the normal way.
I am not a lawyer nor am I giving legal advice, its just an observation.
If its any consolation, I thought what you were doing was a neat idea.

I think the intention of rule #5 is an another level.
Also, your police posting (IMHO) is against rules #1, 4, 10 and especially 13.

I'm not sure what the reference here is, but the point is that this is a contest that doesn't conform to American legal standards - eg it's against American law. Myself personally? I do not care either way.
Even though it's "small peanuts" compared to other contests, if anything does come from it, who's going to get the short end of the stick?
