Title: Other than MAME Emus that are cab 15k old school arcade monitors?

Other than mame what other emus have resolutions low enough to work on an old school 15k arcade monitor?

Off the top of my head: MESS, FCE Ultra, SNES9x, Gens
I can't think of one that doesn't in fact.

To be on the safe side, you should configure them with a regular monitor first.  I'm fairly certain none of them default to 15khz resolutions.
