Title: Best web design tool and FREE web host?

Hey guys,

I have offered to redesign a site for a charity. I would like to know what tools are being used to make designing easier. I hear a lot about Joomla and was considering using that. I would like something visually decent but also easy to update. I was thinking about modifying a template if I can find one decent enough.

Also,  need some web hosting. Are there any free ones available? The site would only have 1000 hits/month and they would only need 1 email address. Does anyone know a decent compnay? I already have registered a domain for them last year (expires 2011).

Any help would be greatly appreciated!

I don't know if they're still any good, but years ago I used DotEasy for a no cost, ad-free, banner-free web host.
