Without a link, I'd hazard to say that Happ is Happ, you just won't get raped on the shipping like when buying it direct from Happ. However, you should check out our resident Happ reseller Divemaster127 here on BYOAC...

+1. I picked up a 3" usb trackball from Divemaster and am very pleased with the product and shipping.

Interestingly enough, the Happ kit I was looking at on Ebay is actually from ArcadeEmulation.net's Ebay store which if I'm not mistake is run by Divemaster 127.

Then you're good. I've bought a bunch of stuff from him. Had a problem with one shipment, and he made it right - which as far as I am concerned is the real test of a vendor. Anyone can sell something and take your money; it's when they have to deal with a problem is when you see their true colors...

Ditto here.  I bought a joystick and buttons from him as well.  Great vendor.

If you are building a mame machine, I strongly recommend getting the U360. 
It's expensive, but works well and will save you a lot of hassle by providing the greatest amount of compatibility.
