Title: Rotating 16:9 LCD's for 4:3 useable area question

I'm seeing builders use the brilliant idea of fitting their LCD 16:9 screens in "portrait" position to play 4:3 games.  To be clear I'm not referring to when shmup games have a built-in "portrait" rendering mode.

I know I can access my video card's nvidia software features and rotate my screen to do what folks are doing.  But, is there any kind of converter/adapter to do this in case I wanted to directly connect to an original cab PCB or a game console?  Sort of like how external upscalers exist, but rotating the TV video as well?
