Title: is there a way to cut a "hole" in an Illustrator layer?

like..if you make an "O" do you have to make a top circle with another layer circle inside it that has the background color?  it seems like you should be able to cut a hole or make a section of something transparent without making the entire layer transparent....ya know?

Look for a shaping tools menu.  This is a basic function in CorelDraw (which I use), so it has GOT to be in Illustrator somewhere.  You know how you can merge/weld two layers together?  There should be a function near that to use one layer to trim the other.
