okay me again..here is the deal...is this an arcade monitor...

i know this GUY who would sell me one monitor like this for cheap...i live like couple of miles from him..now the question is,is this an standard arcade monitor...i red all the info i could find...it says 15.75KHz and its R G B,has B N C connecters...so if i get a scan converter then i can hook it up to use windows am i right?
anobody know a lot..please read and post..i am guessing
