Title: Noticed even low frame_delay 1 can cause Vertical scroll judder - UPDATE

UPDATE After a little testing today I found that this doesn't happen consistently, sometimes the game has judder and when loaded again doesn't have judder.
If I set frame_delay to more than 0 I often get vertical scroll judder on the top third of the screen. Cycling through F9 frame skip can cure the game of the judder. The judder can occur in any game I try.

I'm using groovymame D3D9Ex 0.183 and I thought Id tweak and try frame delay out. So I used Street Fighter II as a test and tried frame_delay 9 and 8 which caused some audio issues occasionally but 7 seemed to be fine.

But the other thing I noticed was something not right with the image and its really noticeable on the sf2 intro screen when the building scrolls up, you see some sort of judder or non smoothness on about the top quarter or third of the screen. This happens even on frame_delay 1 but is not present with frame_delay 0

cpu is G3258 @ 4.2ghz

Super resolutions? What video card?

Windows 7 x64 (no frontends or other programs running)
Yes super resolutions with CRT Emudriver & CRT Tools 2.0 beta 10 (Catalyst 12.6) for Windows 7/8/10 64-bits
