Atari Custom IC 137351-001 for Pole Position II CPU Board at Location 4K.

You can use a 2716 eprom in place of this chip but you'll have to program 2 other 2764 eproms also.
The 2 new 2764s will replace 4L & 3L and the 2716 needs to be placed further back in the socket. Pin 1 on the 2716
will be in pin 3 of the socket.

I can send you the zip file with instructions & the files if you want.
