I recently picked up a Playstation game Atari's Greatest Hits which includes Tempest.

Besides the fact this forum isn't working for me, I'll post.
Well I don't know how you could do this just as a custom job, but I was thinking if you were able to get ahold of one of those Ridge Racer Type 4 joysticks that have the racing wheel built onto them, you could take out their spinner, and put in a hard drive spinner or something, and try that. Although Tempest probably wouldn't accept it. Just a though.

well does the pack take mouse input? if it does just get a spinner and interface it to a usb mouse.
NO a steering wheel hack will not work very stupid idea they cant keep spining the highest spin on steering wheels is limited to 270 degrees

the USB mouse idea is your best bet. But ONLY if the game supports the use of a USB mouse....

Since this software is for the original playstation the usb mouse option is definatly not going to work. In fact, even if they release a version for the ps2, they wouldn't support the mouse anyway (they didn't for the dreamcast version). Sorry dude.
