I'm running Win 10 with a 3.3 Ghz processor and a GTX 950 and Golden Tee Fore has major audio stuttering, even on the lowest resolution, to the point where it's basically unplayable. I always assumed that you need at least 4 Ghz processor, but I don't know for sure. Report back if you find a PC that can run it well.

Even if I do regret making things for  Dolphin (way to complicated to debug, and I don't use it at all myself in the end)
Here are few steps that can help for diagnostic
1 - follow this : https://github.com/argonlefou/DemulShooter/wiki/Debugging
Do not use scripts, check admin rights and get a debug file, this may rule out any obvious thing

2- is Demulshooter hooking ? Does the icon stays red or become green ?

Next is the part related to dolphin config....we'll come to that later if needed

Please forgive my ignorance but, how do I "Add a -v option in DemulShooter command line (for example : DemulShooter.exe -target=ttx -rom=hmuseum -v)"?

I'm sure this is trivial for the majority here. I am trying to create a DemulShooter log file share here.

After seeing the latest videos, I'm trying to get HOTD3 setup to try it out with DS and Mamehooker  but it won't run.  Did the noCDcrack, run as an administrator. The game launches, screen turns white but then returns to the desktop. If anyone can help via PM, I'd appreciate it.
Hotd3 with or without the arcade mod ?

Can you run the game alone without anything else ?(Demulshooter, arcade mod, etc...)

So you need to edit the syslinux.cfg boot file and replace video=VGA-1:320x240S with video=VGA-1:640x480S

Do you need further instructions ?

Groovymame is updatable at any time, and always on par with mainline mame. So don't focus too much on a version for your romset, get Something that works for 0.248

Discover Which Version of GroovyMAME is Installed
After reading the official MAME documents, you should be aware that your MAME romset should match the version of MAME you are running.  The easiest way to determine GroovyMAME's version is to execute groovymame -help from the terminal.  To do this, you'll first need to navigate to an available terminal by pressing the Ctrl+Alt+F2 key combination.  At the terminal, log in using the username arcade and the password arcade (if you changed the password for the arcade user, provide that updated password instead).  Once you successfully log in, simply type groovyarcade -help followed by pressing the Enter key

That's kinda what I thought on the GPU, but how fast does the CPU need to be, and how important is it to have a plethora of RAM?

I've got a couple of slightly old Dell's laying around.  They've got Windows 10 on them (I think).  If a machine can handle Win 10, can it handle Golden Tee Fore?
