I checked at emumovies.com and sure enough the latest maintained control panel pics are over there.
Released just this month.
I looked at them and for the most part they are good.
Also these new packs have over 1800 images and since the latest controls.dat only has just over 1000 surely we should be able to do something with them.
We'll have to be careful though. It's apparent that many of them are manipulated and a few look like questionable cp conversions. For the most part though they look pretty good.
