What's the low down with these 60 in 1 JAMMA boards?

Not really ... at least not if you count your time. There are good reasons why these are far more popular to build for sale than MAME boxes.

A "very quick" scan of eBay, I see 11. I suppose in the grand scheme of things this is miniscule.

For sale, sure, but for personal use, it doesn't take much time (especially for an experienced user).
