I was reading for a week .. what is the best mame to use for a arcade t.v and on the comuter .. to output tto the arcade t.v

Best for what?   Slow computer?   Fast computer?   Older Games?   Newer 3D games?   You have to decide what you are looking for and choose the best Mame for your circumstance.    First decide what you need then the best version of mame can be determined.

for older pcs looking for 80s and 90s games, ill give mame 99 a 100 score, for the newer stuff on beefe pc, mame 140 runs fine...

well my say is i have mame .108 running on a 6 year old computer and D3D 8, with mala frontend and the thing runs fine. no problems at all.

Well, for old computers I found two great releases:

mame 0.36
mame 0.106

Both are MAME project important milestones, in terms of code change, there are a few threads in this forum regarding this major changes.
AdvanceMAME stopped in 0.106... one of the best mame binaries.

Oh man, both of those releases are absolutely terrible compared to the most recent release of MAME. Neo Geo emulation sucked back then. Neo Geo emulation basically stunk before 0.116u1. CPS3 wasn't even emulated back then. Are you joking? Running on a toaster doesn't make a MAME release good. MAME is better today than it's ever been in its history.
