Need help Troubleshooting monitor problem.

I just purchased a Blitz '99 game.  It has a 25" monitor.  I haven't found the brand or model # of the monitor yet.  When I got it, the brightness was turned up all the way and the image was blooming quite a bit.  I turned the brightness down and got a great image.  However after running for about 30 minutes the image instantly switched to very dim then back to my setting.  Now it just seems to flip back and forth between good and too dim.

Is this a cap issue or something else?

After looking at photos online, I think it's a Nanao MS8-26SU .

I'm having a similar problem with my monitor (Wells-Gardner 19K7602), which I posted a topic about, and was told it's most likely a cap issue.
