I agree.  Sitting in that cockpit was one of the first major video gaming thrills I can recall.  The first time I saw the headlight effects, I almost lost it.  It's crazy how something so simple was as awe inspiring as it was at that time.  The wheel controlled the car like a paddle game.  It got very "zen" like and you almost had to disconnect from the idea that you were supposed to be driving, in order to do well at it.

I'd love to see an accurate simulator.

Doing some more digging it seems that it was simulated in either a very early mame build or in an early build of misfitmame. I must do some more digging to find the bugger.

For me there isnt a racing game that comes close to it.

I can't find it either.  It was written by Phil Stroffolino.  If I remember correctly it was pretty cool, but not very accurate or complete.

According to the following MAMEWorld link, MisFitMAME does support Monaco GP as of 0.122.
