Question for the forum moderators: Feedback help

I made a trade / sale with another forum member and we both experienced issues with not being able to leave feedback. Although I was able to leave feedback, it took me like 3 or 4 tries to leave a feedback because it kept telling me I was not allowed. Also the other forum member was unable to leave feedback for me. 
Any reasons it will do that??  ???
