What he did isn't their fault but his ability to get into the animal pens is 100% their fault.  There are multiple layers to this problem.

I know when I was seven I could squeeze my way through most security gates.

It's not a problem most zoos face, though. It takes something like this for these things to change.

As was said, the zoo should've had better precautions, but the fault lies first with the kid, and second with his parents.

The zoo is legally responsible for preventing access to dangerous areas.  There is no way to even debate that fact - it is clear and proven law everyplace in the US.

EDIT:  ...and likely in Australia.   ;D

I'm just sick of the blame everyone else mentallity of modern society.

(Though in this case, the zoo could've had better security in place)
