Turning trackball on in MAME - How do I access the .ini file??

OK there is no MAME .ini file. So how do you run "mame - cc"?

lets see if i can make a come back !
go start run and type cmd and that will bring up a black box it will already be saying
C:\Documents and Settings\David> so what you do is type cd desktop and that brings you to your desktop and then where ever mame is so cd mame and then you type
mame - cc

No space between the - and cc
so it's mame -cc

whatever...I'm worthless, I dont even know how to perform a run function from start. I can however, access the cmd prompt from all programs - accessories. Is this the same thing? If it is I have no idea what I'm doing but I tried those commands in the cmd black box and got nothing.
I wish this s$$$ was a little more user friendly.......but then again I suppose it wasnt developed for guys like me.
