That's been in the rumor mill since about 15 minutes after the last one came out. Nothing ever comes of it. It's up there with that Star Wars live action TV show.

Yes it's been in the rumor mill for years, but I believe this is the first time Ramis has ever confirmed the script is in the works, said who the producers are and that the four original guys are willing to come back (at least to some extent).
My guess is that his work on the Ghostbusters video game (Ramis wrote the story and all 4 guys came back to do the voice-overs) got him to try and push the sequal through again.

I'm a huge Ghostbusters fan... but really, with the likely cast he mentioned, I would rather see them bury the franchise. Do we really think Seth Rogan can pull off Bill Murray's comic relief? Do we need another hybrid Star Trek type old/new fest? The only way this works is to pull the plug entirely on it being a sequel and just make a new movie like the recent comic book hero based films.
