I am pretty sure my question was pretty striaght forward.

Your question had two competing and incompatible goals.
If you need to have Gauntlet Legends running well, it won't be achieved in this manner :

What is the most economical PC I can build

The answer is to compromise ... do you really NEED to run every CHD game in existence ?
If you have a tight budget, that's OK, join the club :) ... there's plenty of (non CHD) games you'll be able to play well on a cheap PC, as long as you're realistic in your expectations.

For Guantlet Legend and Blitz, you'd be best off just using NullDC and running the Dreamcast versions. That's what I plan to do to run MVC2 and a host of other Naomi-era arcade games, once I can afford to build an adequate dual core computer.

I like your thinking. :D

Does SWT even run properly yet ? (an honest question since it is about the only reason I would have to move to a recent MAME build).

a porsche is economical compared to a lamborghini. Asking for the most economical way to do something does not imply that I am trying to do anything in any manner. I also understand that with the many different PC components, there are different ways to do things and a $600 vid card may be overkill with the type of graphics that these games utilize.
