Mame command-line question

Are there command-line switches where you can set "Paddle digital speed" and "Paddle sensitivity"? I'm using version .108

Start up Mame32 and make different changes, then look in the ini and cfg files.  (I'd say also the nvram, but even translated into, say, WORDPAD, they just have gobbledy-gook.) Copy and paste, or write in your CL mame files what you find.
