RI did. The store has to issue the rebate at the time of purchase and submit the rebate themselves. The result has been that most stores just stopped offering them and reduced the amount of good deals people could get at B+M. MA still allows them - people from RI just drive up to MA to get the deals.

For any stuff you order on the internet (or through mail-order) there's a 7 day "cool-off" period here. You are legally entitled to return the item within that period without any explanation needed and get a full refund, apart from shipping costs.
This is also why f.i. internet providers overhere simply wait 7 days before they start processing any orders for ADSL or cable connections....
