To be fair ANFNC, I think you need to make that decision yourself, or at least look into the projects forum to see what's involved in a restoration.
You only have a relatively tiny part of a full cab though -- a bit like buying a Defender stick and building a cab round it.
I would sell it on to someone who has a cab with a broken board because thats where it'll be most useful.

Funny hou should mention that, because I found a guy in PA who is selling two DK cabs for about 50 bucks each. One of them has the wiring harness intact.
Might be the start of a really fun project!

Problem is, you've bought a board and taken the sellers word that it works 100%. Now you have no way to test it and confirm it works. If you sell it, you can't honestly confirm that it works and say it is 100% working.
A bit of an ethical dilema. Are you prepared to ASSUME it works and sell it to someone who may get screwed?
