what causes this error?

As seen in the above image, this is the error i keep getting:

"Error message: Can't open data/mugen.cfg. Make sure you have extracted with directories
Error reading data/mugen.cfg"

Hoping to get some help. I have no idea what "extracted with directories" means. The files are not zipped... anyway, i'd like to get this working.

this is a batch file by the way.

did you look to see if there is a data folder, with mugen.cfg inside?
If you're replying to a troll you are part of the problem.
I also need to follow this advice. Ignore or report, don't reply.

the .dat needed to be changed to .cmd and all went well.
