Rules for Quote FU?

I recently read these words and was confused by them.... it happens a lot. I am curious if some sensei can enlighten this grasshopper. Does the proclamation above simply mean that it is not good clean quote fu if we remove words that fall somewhere between the first and last word of the quote? I suspect that I took part of it to mean that we shouldn't use quotes from the middle of a post and now that is not what I am seeing anymore. Maybe I don't need clarification after all, but I would love to hear some other quote fu wisdom.
