In its current state, yes it is broken. That is the only question here. Noone said anything about repairs.

Odds are that a joystick in that shape is probably repairable with a grommet and some leafs. It could be missing parts, have parts installed incorrectly, etc.

A much better gauge of determining the status of the stick are expressed in the following two questions: 1. does it perform according design?  2. is that how you want it?
