Not always, some games like crazy climber, battlezone, etc. use weird joysticks that can wobble back an forth if the grommets are broken, but the joystick will still work, unless the connector is unplugged or the ground wire is off.  Don't assume that just because it wobbles that the problem is the joystick, as most will still send signals when the switches close.  Of course, some joystick assemblies can't close switches if the housing is broken.  So, the answer would be: It depends on the joystick....

his question states that the joystick wobbles AND doesn't allow you to move to the left, right, or down.....  Did Crazy Climber and Battlezone do that too?

If you look closely, I explain that a wobbly joystick is not always a cause for not being able to move, and that some games have joysticks that feel wobbly (like Crazy Climber) when compared with other games (like Pac-Man).  A wobbly joystick could be broken and not allow switch contacts to be closed, or a wobbly joystick could be loose and still close switch contacts, in which case it would be a wiring or board problem.  If the joystick didn't wobble, yet didn't allow you to move, would you assume the joystick was broken?  I've played lots of games with wobbly joysticks that DID allow movement, as I'm sure many have....

Which is why I stated,"It depends on the joystick...."

I agree that it could be an interesting topic on joystick problems/repair....

You're right.  Start a thread about it.

Though Modessitt (and, is that an homage to the writer?) did give a good explanation of things, the general question (to this thread) begs: 'who cares?'.
A much better gauge of determining the status of the stick are expressed in the following two questions: 1. does it perform according design?  2. is that how you want it?

(I give credit to ZAKK for well-ly characterizing the two sticks.)
