With most new video cards you can connect 2 monitors and 1 TV... why not use that?
You don't need a splitter then.

Well for the PC that will be sending the signal, I was planning to us an Ultimarc ArcadeVGA graphics card. I'm not up on my graphics cards. It looks like the Ultimarc ArcadeVGA card has a VGA out and a DVI out? What are some reasonably priced ones that have the 2 VGA outs?

most cards with dvi  will take a dvi to vga adapter

Yep.. with an adapter you should be able to connect 2 CRT monitors. Most cards have 1 included.
I guess you should be able to do the same with the ArcadeVGA.It also has a D-sub and DVI, but I never worked with one, but I think someone here would be able to answer that one. :)

We use this card quite a bit where I work for dual monitor setups, works great.  Never tried it with games, but I would think it'd be good enough for MAME.  It can be run with the same output to both monitors.
