MaLa Issues....

I had this trouble in advmame, regardless of the ini value.

That is because the latest versions of mame does not support skipping that screen . All this MaLa editor does is change the values in mame.ini (no diffrent to doing it yourself)
MaLa's built in mame configurator is designed to also cater for older mame versions that can skip the disclaimer.
However. If you search this forum you will find ways to recompile mame into a state where it will skip it or someone out there may offer you a copy ;)

My only caveat would be that if it's true that the latest versions of MAME don't support skipping the disclaimer, then how does GameEx do it. Because I have that as well and it skips them just fine with MAME .113.......

I think GameEX sends a cursor left and cursor right key to MAME?
