Maybe because the Muni Cop didnt want to deal with the Federal Law.  Unless they were just looking for kiddie porn only  >:D

Trust me, if you take it to a Federal Agency you will not get it back and most importantly you will have a nice INDITMENT to follow.  If I am not mistaken all you need is one rom to get the 10,000 fine.  When that Kazaa thing went down, they went after people with any amount of downloads.  Dont be fooled

Most, if not all people charge with piratcy, is on the Federal level.

I'm in the UK, it wasn't your local beat copper who called if that's what a 'muni cop' is and it wasn't to do with kiddie pr0n, just that what they were after wasn't on his computers and they didn't seem fussed about one bloke with a lot of computer games.
Maybe if he was making a living distributing pre release games or distributing ROM sets they'd have done something.
