Well,
It is likely that your CPU go burnt, but when installing the heatsink did you do anything that may have grounded the Mobo?
Also, unplug the CPU fan and start the computer (if you get to the BIOS shut off the computer so you don't overheat).   If there is a short on the Fan it will caouse this.

I've had a few older boards that would not boot is the fan was connected to the system fan header instead of the CPU fan header.  Maybe check that.
