Default DebugLevel set to 4 in DWJ 3.1.1

When I originally packaged DOSCab/WinCab Jukebox 3.1.1, I accidentally left the DebugLevel set to 4; this will create a very large debug file. If you downloaded prior to September 15th, you may want to edit jukebox.ini and set DebugLevel to Disabled.

Obviously I shouldn't do releases late at night...
