are you wanting a cabinet that only plays street fighter? or a mame cabinet?
if you only want a street fighter cabinet,
you could use a stock xbox with your broken tv, run the audio out from the xbox to a cheap set of pc speakers. pick up a copy of Street Fighter anniversary collection for the xbox.
as for the controls...
you can get the x-arcade diy kit for $60, plus $20 for the xbox adaptor. (that doesnt include buttons or sticks)
or you could buy some cheap xbox controllers and hack them for your controller interface. gamestop has xbox controllers for as low as $10 used. just some simple soldering involved.
a modded xbox would be good, but if i recall, xbox mame doesnt run street fighter real well, due to the lack of system ram (only 64mb) (i'll go try this shortly and post the results)

Sf2 would be the idea behind this but getting xbox kills for now the idea of having a working arcade cabinet.
If i got the xbox i would softmod it and put a HD into it and run mame that way.
Suppose i best make sure the hanatrex is really dead 1st before i move to the xbox idea.

It's been out for a while now. Andy (ultimarc) and Randy (Groovy Game Gear) don't sit on their arses. Those boys keep new products coming out all the time. It's recommended to check their sites at least once a month to keep abreast of new arrivals.
And if the Ultimarc tools aren't your cup of tea, hooking up a console into a JAMMA cab is a pretty popular sport these days:

Plenty of folks do it. I play all my consoles through JAMMA cabinets (PSX, PS2, DC).
