New monitor shelf question. Need to have an angle?

Took the first step today towards building the cabinet. I bought a 27" television. Curiously the Project Arcade (Lusid) plans have the monitor shelf perfectly horizontal. How would a television be angled to the recommended 15 degrees? Should the shelf itself actually be angled or mount the monitor shelf horizontally and somehow angle the television itself?

I angled the shelf.  You should probably search for "Lusid" in the project announcements section because there are a number of projects that followed the book and detailed how they did it and any problems they came across.  It will probably answer a lot of your questions.
