Actually, it's not too bad. Especially when you play Super Sprint like I do (spin the wheel as hard as you can into the turns).

I play with a SlikStik Tornado, and it feels pretty good.

Ikari Warriors 1/2/3
Time Soldiers
 Heavy Barrel
T.N.K. III
Gondomania
Forgotten Worlds
Downtown
Caliber 50
Guerilla War

No, these are all rotary joystick games, and most (all?) use one rotary joy and two buttons, per player.  You can play them with a spinner, but that's not the way they worked in the arcade.

some 2 player spinner games (spinners or paddles, not steering wheels):

Blasteroids
Off The Wall (Bally Sente) (uses two spinners)
Off The Wall (Atari) (uses three spinners)
Puzz Loop
Arkanoid Returns
Warlords (uses  up to FOUR paddles, for four players)
Two Tigers (some machines had steering wheels, some had spinners)
Forgotten Worlds (uses push-to-fire spinners)
Pong

how does a rotary joystick differ from an 8-way

A rotary is basically a joystick that you can "twist". In games like Ikari and Time Soldiers, it allowed you to move in one direction and shoot in another...not a real good description here but I tried.

Xam touched on what it is, but his description might be a bit confusing.

A rotary stick IS an 8 way joystick.  However, the joystick handle can also rotate as well as move in the 8way movement.

What that means in gameplay like Ikari warriors is you can push the joystick forward in order to move your character forward, and rotate your character at the same time in order to shoot to the left, right, or down directions.
