Have you looked into command.dat. It is supported by MAME Plus and MAME FX. With it you can display the moves on screen at the touch of a button. no need to go searching thru a large stack of papers

Does it just tell you what the buttons do, ie mame button 1 = Fierce Punch, or could you call up how to do E Honda's thousand hand slap?

I followed this link here and looked at Samurai Shodown.  That was about exactly what I was looking for.  Simple.  Graphic.  Concise.
