Happs 360 Problem.

Open base P360 and straighten diodes. It's simple.

What is powering the P360?

Is it a 5v regulated power supply? Then it might be defective.

Is it a psx pad? Then that is your problem.

I have tried powering it with both 5v from the computer power supply and with 5v from the arcade power supply.  Using either of these, the second player 360 works perfectly, but the first player down does not work.  I've used a multimeter to make sure that it is the correct voltage.

Straightening diodes sounds easy enough, but won't that void my warranty with happs?

Super easy to take apart and put back together. It's really just the 4 screws, but they're long.

Yea, I took a look at it today and it looked easy enough to disassemble.  I took it apart, adjusted the diodes, and put it back together.  Now it works perfectly.
