ID3 tags with accentuated characters not read by WinCAB

I tried many things but could not succed. Is the issue comming from my tags, from my French Window or from the id3lib.dll? Do you have any plan to look at this issue?

I did more test on an XP machine:
1- I removed all the non-standard characters from the file names -> Wincab read the ID3 tags but I cannot modify the .db file to have the correct characters being displayed.
2- Put back the accentuated characters in the file name -> Wincab does not read always read the ID3 Tags but the .db file can be corrected. If Wincab does not read the tag the song name is OK and does not need to be modified and the artist default to Various (the file name is used in the db file). If Wincab read the tag, the accentuated characters are displayed as an arrow in the list and as an ^ in the now playing display but they can be corrected by editing the file.
It looks like upon creation the .db file is created with a limited characters set (page code ?) in the first case and not in the second. Don't know if this can help you to have a look at this bug, let me know if you need me to do more test.
