300 DPI needed?

I got this one picture that I really want to use.
Its stats are:
1400 x 2059
19.4" x 28.6"
72 pixels/ inch
I want to make the picture about

If you choose not to resample the image when you scale it down, the effective DPI will be about 116 dpi... a little short of a recommended minimum of 150, and well short of a higher quality figure like 250-300. Newspapers generally print between about 56 to 120 dpi... cheap printed material (brochures, nice flyers) around 300, fine art books anywhere between 600 & 1200 dpi.
You can guess where you wanna be in that... If it's side art... it can be a little rougher. Bezel and CPO art should be higher quality (due to how close you will generally be when you look at it.)

so if i resample up to 250-300 dpi, then shrink it down to the size i need, the quality would still be crappy, but it won't have visible dots like a news paper?
I'm terrible at this....

Answer: You can't help yourself at all by scaling up if you want it to look better. Find a better source file if you are looking for better quality, or create something unique.
(a newspapers visible dots has to do with half-toning & dot gain ... more related to cheap processes and cheap paper... not really related to DPI, per se... my comment referred to a general coarse graniness of images in higher quality newspapers... like USA today.)

oh alright,
thanks mahuti, you have been alot of help.
I just don't understand where everyone gets these Huge images, for what i want, it needs to be like 3000x2000 , and i haven't seen anything like that.

They don't... unless the images come from original sources, or repro houses. A lot of people stuff might look good in pictures, but doesn't withstand close-up scrutiny... cuz they upresed too.
