The problem with using a PCI or USB tuner is there is a delay in the display. We were seeing a 2-3 field delay when comparing a PC tv tuner with a TV connected to the same source. This is unacceptable for gaming.

See if you can find a converter that converts NTFS to PAL.  I'm pretty sure PAL will display on the monitor through SCART.

I have played PS1 through my tv tuner and it ran great.  For some reason cable TV feeds have a split second delay, and I'm not sure why.  The quality is still good IE no stuttering but it is a split second behind a regular TV.

that sort of gives you an idea of a converter.. it is more expensive than a simple gender changer...
