Why doesn't my i-pac work?

I bought an i-pac about a half a year ago for my arcade machine. I had tested it before and it worked perfectly. I kept it in a box with all of my other arcade stuff for a while up untill now because I just finished my control pannel and I was ready to assemble it. None of the connections work. Everything is plugged in properlly, I know that for a fact. I got the start button to work but I don't know why it works and the others don't. I know that everything is hooked in 100% correct.It is really bothering me. Please help. What is wrong????
