How wide is your cabinet?

Well 20 3/4" is just about standard for cabinets fitting 19" monitors. Depending on how bulky your TV is, it ought to fit in that space constraint.
If you're using a smaller monitor like that, though, I'd recommend not making the cab too wide. It'll only make your monitor look smaller. There are plenty of sets of plans online, though, and you can use existing machines as a basis for comparison. One of them is bound to suit your needs.

the reason i was planning (at first) making my cabint 30 in wide is cause my control panel is 30in wide, if my cabinet is smaller how do i mount it? how will i keep it from moving? i want to keep it removable so in the future i can make a 4 person cp.

Look up a picture of a TMNT or an NBA Jam. Both use a wide control panel that sits on a sort of a shelf yet it's still built-in. It's pretty much how all newer 4player games are built.

Toshiba 27" TVs measure 26" in width. does yours have side speakers?

Mine is 30" outside and 28 1/2" inside this is fine for my 27" with bottom speakers. Also a large enough screen for a 4 player cp once I get around to it. Now I did see you plan on going 21". Is this temp or perm. In other words are you using what you already have or are you buying this new 21"? If you go with a 4 player CP you may find a 21" to be a bit small. A 21" is fine for a 2 player cab. I bring this up about the 4 player because I have 3 kids and I know it will see alot of play time with there friends and my family. My screen size changed 3 times as construction took place. :) So basically in all this what I am trying to say is your CP will tell you your screen size in the end! I hope this helps good luck!
