I was wondering if anyone had tried adapting one of these atari paddles into their cabinets? I am thinking of buying one of these to try, but wonder if anyone else had tried and failed before I proceed.
I mean removing the paddle part and perhaps using a mouse hack to connect it to my pc.

Why not just go to the thrift store and pick up a pair of real Atari paddles for a quarter?

If you do try it, it won't be a spinner, and it won't use a mouse hack .
Those are paddles, and paddles do not rotate a full 360 degrees. They also do not have an optical encoder wheel.
A paddle is basically a knob on a potentiometer. You would interface this like a 270 degree steering wheel, through an AKI, A-Pac, or Dual Strike Hack.
