I don't think there is anything out there that will play N64, Dreamcast, PSX... but I know there are PocketPC emulators for Lynx, Gameboy, NES, Genesis, and others in that timeframe.  There is a PPC port of MAME as well.

I can't say for sure about NeoGeo and CPS2, but there IS a mame port for pocketPC.... what exactly it can play I'm not sure.

Google "pocket pc emulator" and you'll get a good idea of what's available.  I think you might be setting your hopes just a tad high, but I might be wrong.  I haven't had a PPC in quite a while, so have fallen behind the trends.

The short answer is - not much. MAME on a pocket PC is a novelty, the controls are horrible, and the number of games supported very limited (Frogger, Pac Man, Ms. Pac, that era.).
