Cholin, remember that just because YOU are a teenager, doesn't mean that you won't think of doing stuff to YOUR teenagers that seem ridiculously unfair.
Myself, I have one of those "plug in the base, and connect up to 5 handsets" kinda phones. If my kids don't put the phones back on the rechargers, I take the batteries out when I find it again, and they have to use the speakerphone in the base. Talking to your girlfriend when the whole house can hear your conversation has a remarkable ability to make otherwise "forgetful" children remember the most basic of things ::)
There was talk of me buying an actual pay phone for the house, since my wife and I have cell phones we use almost exclusively. My kids seemed to get the message that having a phone they don't have to pay for is a priveledge they enjoy and by following a few simple guidelines, can continue to enjoy.

just buy credits, use phone until they run out and then buy top up credits

Think of it! Not only can she NOT call that cro-magnon loser who swears he'll treat her right, but she won't be tying up your phone and forcing you to eavesdrop "listen" to her tell her friend what cro-magnon loser said in school to her today and omygodbeckydidyouseewhatsallywaswearingtodaywhatatramp type conversations!
Now if the thing is coin operated, it's a gift from heaven! (I've got two teenage boys and one teenage girl, and I feel your pain.)

I could use a phone that needs power to operate (like a cordless base unit), and power is only supplied when the coins are deposited.
I'd swap the quarter mechs with token mechs, and give her BYOAC tokens with her allowance.

THE WIFE NIXED THE IDEA! SAYS I CAN'T DO THAT TO OUR GIRL! What's the point of playing the part of Evil-Step-Father if you can't have a little fun!
Maybe I'll pick up a coin operated timer anyway for future use:

For the television in the kids' TV/Play room...
