I doubt that it's legal even if it's free, but I also doubt that you would experience any trouble.

I think the only risk would be from other business owners. If they are in competition and they think they are losing money because customers are drawn by free games, then I would guarantee that Atari would get a call.
I've seen a simialr thing happen with competing bars and rented movies.
