I doubt gta3 or vice city would work well on an arcade cabinet without a gamepad.  GTA2 would probably be good.

Pretty much what I thought!  Oh well, stick to GTA1/2 then.

well lets think about this, im not sure if analog movement is necessary in grand theft auto vice city, you may be able to get away using an 8 way, but if not, could the trackball be used? then you just assign keystrokes to the keys where necessary, wouldnt this be just like the keyboard mouse combination?

Well if instead of a 8-way joystick you have a 2-button trigger stick, then no.  Think about it, you have to move, aim AND fire.  :)
