Anyone know Guile touch of death or handcuff move?

I was wondering if anybody remembers how to do the touch of death or the handcuff move with guile. It's when guile throws you even if he's not touching you. You can be across the screen and it won't matter. Anyone know what i'm talking about? And if so can you please let me know how to do it. Thanks.
